Is this definitely on the surface of the skin and not on the fur? Spaz used to change colors a bit during the seasonal change and before this would happen we'd notice brown spots, more like speckles really, develop randomly in his fur on his face. We used to say to him, "Where'd you get that dirty face?" but of course he'd never tell us.
Anyway, it wasn't anything on the skin or dirt, just the beginning of a coat change. Oh, and this was the fall change, not the spring for whatever that's worth.
