Like others have said it is probably dirt .

It never hurts to be careful, though. Hence, some questions.

Where on her face is it?

Is it in locations where it could be wax from infected ears?

Is it by the eyes or nose where it could be from discharge?

Is it crusty?

Are there any other symptoms?

Are the paw pads okay?

Does it wash off to any degree? What does the skin underneath look like if it does? Normal as you would expect with skin, or just lightly stained like many things would cause?

If it does not wash off at all has she seen a vet and had a scraping done for testing?

Are these patches anywhere else like would happen with fleas?

Is it just one patch with fur lost like might happen with a fungus starting?

When we've seen bad sebaceus plug-ups (which can look like blackheads or orangey blackheads those have been on the trunk.

(Chances are it is just dirt caught in fur, but check her. If it is just dirt you are home free. If it doesn't fit for dirt then see the vet and leet us know how it turns out, please.)
