I'd go for the surgery, I think. It might be a different form of growth (including malignancies) affecting pancreatic function, and if so then getting it out before it can spread makes sense. Surgery would also mke sense in case it is some sort of localized pancreatic malformed area, necrotic area (Which can happen in mammals though rare so I don't know if this has ever been seen in ferrets. Is this possible in them, esp. if young since the route I know of involves blocked bile duct?), cyst (Can the pancreas get a cyst? I can't think whay it couldn't theoretically but unlike the liver I haven't heard of one in the pancreas.) In know, too, that in a human a viral disease can rarely cause pancreatic damage, but don't know if that is a possibility with ferrets.
Anyway, the point is that it might be something other than insulinoma and the symptoms are happening specifically because the growth is the pancreas, so it could make sense to get it out.
I'd sure be certain to have pathology done on what is removed, too.
