Wayne, if you go to http://www.ferretcongress.org and open the critical references you will find a number of national ferret vet lists as well as some smaller and some larger, including the ones associated with the very list you are one, the FHL and with Miamiferret. Your friend shoudl see about working up a payment plan, find what he can sell, see if he can perform some work (from cage cleaning onward) to help off-set costs because this ferret simply needs to have veterinary care and there is no substitute for that.
The symptoms you mention are general ones and not in and of themselves diagnostic.
