Hair loss on the tail only can often be a seasonal occurance with no health implications. Unfortunately, hair loss at the base of the tail (on the rump) or on the body is typically a symptom of adrenal disease. Besides hair loss, it can make them itchy, which you also commented on, and several other symptoms.

If you search the archives here, you will find more than you ever wanted to know about adrenal disease. It is one of the most common major health issues in ferrets.
