This sounds like adrenal disease to me. My male ferret was recently
adrenal positive and he had the hair loss from his upper tail to the middle
of his back. The hair loss will be symmetrical. He also had hair loss in
between his shoulder blades but it was starting to grow back even before
the adrenal surgery.

With adrenal the ferret becomes very itchy because of the over production
of harmones from the diseased adrenal gland. My male itched almost
non-stop and was quite uncomfortable. Have her checked by your vet. Also,
one other note to keep in mind: in the female ferret, another sign of being
adrenal positive is a swollen vulva.
