If you keep a written log of things that upset her to figure out answers to them and then it you slowly introduce people who know what to avoid that may help.

I was visiting our vet's dog yesterday when Sherman was being set up in the incubator with his IV and for her it is very important to not bend over her. She was a torture victim and has already had 5 corrective surgeries, with more coming up

If this ferret was abused, is deaf, is blind, or is both deaf and blind she might need people to approach slowly.

If she was kicked she might need people to not have any shoes near her or may for a while need a cage which is placed high up so that she can't even see feet.

If she was hit she might need to first be handled by people through fabric instead of with hands or gloves.

Some respond very unfavorably to things that make them feel like someone is very dominant, like a perfume, so for those scents need to be avoided.

Some have to have voices pitched to partial hearing.

Some dislike women or men or children if they have been abused by a certain individual.

Sometimes there will be something in particular which the animal has trouble with. When Warp came here for those same reasons your little one has we saw that shoes and the kind of wet weather gear used by linemen and some emergency responders used to throw her into a complete panic. We avoided both till she was secure. Then we put those things on the floor and let her beat the heck out of them several times over till she wasn't afraid any more.
