It sounds like blackheads. There are a few things you can try. Wash her tail twice a day with a acne facial wash for sensitive skin. You can also use Dawn dishwashing liquid. Some people use Stridex acne pads. Whichever you choose, make sure to rinse her tail thoroughly after use. I used Clean and Clear facial wash for sensitive skin and my ferrets tail cleared up in about a week.
