This sounds exactly like a urinary blockage. It's not a total blockage...yet. Lasix won't do anything for that and probably makes the situation worse since his body is dumping all those fluids and it can't be eliminated by urination.

It could be prostate, infection, stones, etc., but in any case if he can't urinate he needs a vet. You might be able to express his bladder yourself if you know what you're doing. I won't even try to explain it here since writing and seeing/doing is not the same and I'd hate to see you cause more harm than good.

He needs a vet. Soon.
