A picture would be very helpful. The scent glands around the prepuce in a male ferret often cause problems - some growths are benign, some are benign tumors, and unfortunately some are malignancies. From your letter, I am not sure if it is truly on the prepuce or on the penis itself, but I generally err on the side of caution and recommend that these are all surgically removed. When they are malignant, they are truly bad actors.
I'm not saying we will have to go as far as to make Anakin a girl (as Russell notes), but we should get them off.
