Soap unless stated as antibacterial will not kill the germs. Washing of the hands, the physical action, is what removes the germs from the hand. The soup facilitates the easiness of removing them from the creases of our hands. An easy way to remember is sing happy birthday twice and thats the amount of time required to successfully remove the bacteria/germs/whatnots.

The purell products are antibacterial but not because it contains things like lets say penecillin. They are alcohol based which will kill the bacteria on contact. Bacteria also does not develop resistance to these products because alcohol kills almost all of them.
