My six yo Buttons is doing pretty much the same thing. He had his left out, then over a year later, a complicated right. He was put on Florinef and pred. His activity level went back to when he was a kit, bouncing and dancing.

When he continued loosing hair in a typical adrenal pattern, I cut out the Florinef, but he became lethargic and lost weight. I added the Florinef back into his food and he bounced back.

He still continues to loose hair but acts and feels good. He has had 2 lupron injections, with no improvement, yet.

One thought with Buttons, is the hairloss could be due to the pred. He gets 0.2 ml twice daily.

If Elmo's hairloss on his tail was longstanding, it could be there was damage to the follicles. (I have wondered about this with Buttons.)

I also wonder about simply old age for Button's thinning coat. At least he feels good even if he is 'fur challanged'!
