I have heard from Dr. Bruce Williams in conversation that if the cranberries are not heated too hot in the processing then there's a decent chance that the tannins will remain because other tannins remain in tea leaves, and in dried oak leaves (which have caused tannin poisoning). So, the dried stuff probably works if the process hasn't heated it up too much for too long. (That's my translation off the cuff, so any errors are mine in interpretation.)
