Does the vet think he would tolerate any of the stronger pain meds? If so, they can sometimes be used in low doses to slow down a struggling ferret enough to take blood or give things like sub-cu fluids. We've had two through the years who needed that approach with very low levels of Torb. Alternatively, some are better for such procedures if the rub on numbing agent, Emla cream is used.

That might still be too much, but the treating vt will know the individual so it might be something to ask about.

You could of course, just try some Florinef and Pred since the Florinef isn't going to hurt anything if my memory serves. Then if it works it works. We've been in the position wher time couldn't be spared and it just had to be tried with fine results.

I don't know if there are any cautions on that regard for Percorten, but someone else here should have Percorten details for you.
