I have information for you from Dr. Matti Kiupel who is a veterinarian, a pathologist, and a researcher:

He writes:

Sukie,

in a case like that the state veterinarian and the state health department need to be informed and they may choose to inform CDC and/or USDA. Dead animals need to be submitted for necropsy ASAP! All speculating is just waste of time and should this be a zoonotic disease there are a lot of legal requirements. This needs to be reported! I can't comment from here on these problems and even warfarin intoxication may present like this. However, the moment you have an outbreak and even more important the moment humans are involved, this has to go to the authorities. Animals can obviously be send to us too for a full necropsy, but the state authorities need to get involved.

Matti

Back to Sukie talking: if you let me know what state you are in I will look up the state veterinarian(s) info for you, though I may be be a out of date on that the office(s) I find can direct you all to the right person if positions have changed hands. Alternatively, call your state health department and ask for the state veterinarian who typically is also an epidemiologist. Some states have several, each with different responsibilities.
