It sounds like there are at least two routes to getting Salmonella there: raw milk and herps (turtles or tortoises mentioned). There are probably more simply because there are a number of common routes like raw or undercook poultry, egg shells, etc.
Is it a Salmonella bacteria species as the cause there? Maybe, BUT there ARE other possibilities and the only way to know if to test.
A say again: there is NO way to know without testing, and this is the sort of situation which carries medical, legal and moral obligations to report to the state vet (many animals dead, animals of multiple species dead, people sick (so zoonotic potential might be there though their presentation is different).
