That is a sign that he is dehydrated which is a dangerous condition. You
need to get him to a vet for subcutaneous fluids. You may be able to get
by until a vet opens by getting a bottle of pedialyte from the baby food
aisle at your grocers and feeding it to him with a syringe often. They
need about 75 ml per day. If you can't do that, get him to an emergency vet.
