8 weeks is pretty young. Small and not able to really defend yet.
It depends on how rough rough is.

Time may be all that is needed, but the 20 week old may also be used
to being alone and not like new arrivals without first givign them
a run for their money, scruffing, establishing dominance,etc.
IT may be normal play, but too rough for an 8 week old, or
a ferret that has not learned how to play with other ferrets and not realizing is being too rough, dominance play, or aggressiveness.

You may want to observe and figure out what is going on.

We have had over 50 ferrets come in and out of our shelter in the last 12 months. All of the ferrets have been friendly to each other. But, last week we got in a 20 week old male. He was one that found a new home fast. Today we sent an 8 week old male to live with him. They do not get along at all.. I just sent over a small cage to keep them separated. Is there anything else we can try?
