To some extent that will depend on what TYPE of distemper vaccine is used. During a recent private discussion a friend wound up asking some questions of a researcher for one of the vaccine types and was told that once the immune system is mature that one shot would do for that specific type of distemper vaccine (I forget the type, though).

I think that the person should contact the vet and ask rather than assuming the worst in terms of why a certain response might be received. If the vet says "Full series" since a vet IS going to want to make sure that the animal has protection then your friend could gently ask that the vet check with the manufacturer's vet support experts to see if that is the current approach for whichever vaccine is being used.

Vaccine types DO differ in assorted ways (including tendency toward side effects, length of time the vaccine protects, etc.) and that showed up markedly when assorted rabies vaccines were first being tested for use in ferrets. So, do not be surprised if the correct answer to your question may differ amoong vaccine types.
