If it is just his tail it may be acne; ferrets are prone to it there. We have an albino with it now. We have almost never noticed it in our darker ferrets but the white or dilute color ones we have had through the years seem to have drier skin and get it more often. Sometimes starting a safe moisturizer (like petroleum jelly which you use for fur ball medicine, anyway) can help the balckheads be dislodged. Read up on rat tail for more info.
This time of year shedding is already starting in some areas, and if he is getting more artificial light and too little darkness that also can cause shedding.
Also, do read up on adrenal growths in case any other fur loss starts or other signs begin. There are excellent posts on this topic in the FHL archives
