Hi Lucinda,
you need the 15mg tubes (these are the smallest tubes, in the pink package for kittens and puppies). Don't forget to wash their bedding at the same time, and when they actually have fleas you'll probably need to use an insecticide and vacuum a lot too (contact your vet for appropriate products available in your area). You may want to apply it a second time after 2 weeks, when they are really having a bad mite-infestation.
