Well, at five months old this is me really going way-way out on a limb, but btwn the past blood in his urine in the past and this crust I think I would be tempted to wonder if maybe something hormonal might be going on (Note the qualifiers because this is very tenatative and just something to ask the vet who will know much more than I do.), a retained testicle or perhaps a statlingly early adrenal growth so I think I'd ask the treating vet if that is possible or about as likely as zebra hoofbeats here. (Adrenal growths can cause an orange crust and a prostate inflammation could possibly cause bleeding.)

Canine Distmper causes a crust that can be orange BUT as far as I know it is of eyes, nose, and feet which is a relief in his case for me.

Fleas?

Fungus?

Does he have any scrapes in area? Is he extremely rough and tumble mixed with careless about his own injuries?

I think I'd have an appointment and skin scraping, and ask questions.
