When my two boys had orangey flakes between their shoulder blades it turned out to be flea dirt (poop). Fleas like to hang out around there. If you take some of it and put it on a wet piece of tissue and spread it that can tell you if it might be flea dirt (if is spreads when you rub it might be their poop). Just a suggestion.
