For humans aminophylline/theo. is rarely used for asthma since meds like proventil/albuterol/ ventolin came out. The reason mostly is due to the narrow window of drug therapeutic levels of theo. and the side effects.
First line in emergency is albuterol inhaled, steroids, epi in severe cases ,terbutaline in severe cases. Most asthmatics are maintained by inhaled albuterol (or similar ) either pump or nebulizer and an inhaled steroid if needed. Pills like antihistamines, or singulair can be added.
It may be very different with treating asthma in animals, especially since using a pump is not going to happen.
