I am not a vet, but I would not recommend giving ferrets heavy cream to fatten them up. I know that many ferrets are lactose intolerant, and while adding lactaid to the cream might help them to digest it, it seems unnecassary. You can buy a "duck soup" mix, or a high-calorie vitamin supplement if you really want to get your ferret(s) to gain some weight. I have a high-calorie vitamin supplement called Ferretvite that also claims to stimulate appetite.

I would also agree with Sukie and others who have commented that your female is probably just small by nature and does not need to gain any wait as long as she is otherwise healthy. I also have a petite female, who has never weighed more than ~1.8 pounds.
