Since your babies are vaccinated you will find that most states follow the Compendium guidelines, but Dr. Sue is very right about asking up front. The harshest is California (where the legality issue also comes into play). I think if I wound up with such a situation and was in that particular state I be tempted to try an alternative explanation (not giving advice by saying that, just saying adult to adult what would tempt me), but of course what i would actually do I can't know without being in that position.
