Ketamine does have some hallucinogenic effects, though it doesn't simply immobilize the animal so that they feel everything. And yes, drug users do use this to get high. It's sometimes called "Special K" amongst its users.
I have not heard of the method you mentioned of applying gas during surgery. Normally, the ferret is first masked down, then intubated to provide isoflurane or sevoflurane and oxygen at a constant/monitored rate.
If the vet is applying, working, applying, working, they must not have the proper equipment or they don't know what they're doing and I'd have some serious concerns!
