A male ferret does not have to be neutered. A female that goes
into heat has the risk of severe anemia, and must be taken out
of heat by a shot or mating,etc.

A male should have his testicles visible by now, I have a 3 month
old with them easily seen/felt. They do descend more and get
more obvious as the male goes into rut. They get noticeably more
greasy, smellly and yellow color to their fur. They start to mark,
and slime areas to mark by dragging their penis over stuff.
I do neuter at about 1-2 years, only because of issues with aggression
with new ferrets coming in. This is something you should talk
to local ferret owners about, or your vet. I would have a vet check
him. if a whole male and you can't feel the testicles in his scrotum,
have a vet assess him for undescended testicles, which should be removed
if truely undescended. He should have been in for vaccines at this point
anyhow, so might as well get a full exam.
