True, but look at 51.2.a right above it. As long as the country of origin is determined to be the United States, 51.2.b doesn't have to be followed. It's an "or" thing, not an "and".

Ah, well, just something to keep in mind. Maybe I'll give it the ol' college try next year; the topic was on my mind because I just sent off a few blood samples (one for a new pet, the rest for assorted strays and rescues).
