I think that what your vet is saying is that if your little one improves enough then maybe -- and only maybe -- that ability to improve may mean that the malignancy may not yet have spread so there might be a bit of chance then of surgery helping. If it has spread, though, as the poor health seems to indicate to your vet that it has then surgery would not make sense.
Perhaps it would be logical to have a CBC with chemistry panel run now. Then if your ferret improves you will have a better idea from the results whether other organs are involved. If they obviously are then your choice has already been made for you, I am sorry to say.
(We've been in the position of having one with lympho showing in the spleen and it spread before surgery. We've also been in the positions where what looked like insulinoma turned out in one case to be lymphoma and in another to be carcinoma so blood test results can make your choice for you sometimes.)
I am sorry that you are facing this situation.
