I would change her food to either meat baby food, or boiled and pureed chicken with supplements. A ferret with insulinoma needs fats and proteins. Fats and proteins keep glucose levels higher longer. I can send you a recipe, if you'd like. Avoid sugars, except in crashes. Ground kibble might not be the best choice for severe insulinoma with crashes. A ferret who is used to kibble will sometimes be resistent to a change in diet, but often ferrets love meat baby food and pureed chicken or turkey.
Also, how often are you feeding her? You mentioned twice a day with meds, but is that all? If you were only feeding her twice a day it would not be enough. A ferret needs to eat every few hours. Hand-feeding her would encourage her to eat more, from what I've experienced.
