I sure wish I lived closer to Detroit, because I'm looking for an adoptable ferret of that age, and he looks adorable, even though the pics are heartrending.
Given that the owner sounds pretty unobservant, I would be more inclined to suspect an untreated trauma rather than a congenital defect. Perhaps from an accidental kick or a bad fall. (In my case, Fizzbin's short tail led me to suspect a genetic defect as the cause of his limp, but, in fact, it is the result of a badly broken right femur that healed crooked because his previous owner either didn't notice or simply chose to leave it untreated.)
I find it hard to believe that Gus's case wouldn't have a solution, though it might be expensive to fix. Maybe remove a couple of ribs, and break and re-pin the sternum in a better position. I'm sure there is a veterinary surgeon somewhere who could handle this kind of reconstruction. So, don't give up hope yet.
