Are you sure it is fleas? Have you used a flea comb on the ferts and found flea dirt or fleas? Could be just dry skin. Did you bathe them recently and not rinse the shampoo out throughly. Have you give them any coat and skin conditioner? Dry heat in the winter months will dry their skin. Might try adding some moisture to the air by heating water on the stove or putting a humidifier on your furnace. Just my thoughts on the causes of scratching.
