I am glad that I was able to spend a bit of time finding info for you. For about a week to
come that is unlikely to be the case.

The FHL lists 37 burn posts, but many seem to not be burns or to be urine
burns. There are none that also contain "rice bag" on my check.

Here are ones that could be related to help:

No posts at the FML archives come up with a search for rice bag burns:

SEARCH&P=R25673
is on care for a ferret who sounds like she arrived burned at a shelter

I did a little more searching to save you time. All of the reports found were
in humans but I would think they would generalize to some extent:

http://www.hugzplus.com/faq.asp
has even heating instructions
and it says that burns can occur if there is excessive moisture,
in which case the rice bag should be covered

http://forums2.gardenweb.com/forums/load/herbal/msg0914335115849.html
mentions in reply from 9/27/01 that a local hospital in Britain
got area markets to stop selling wheat bags due to the number
of burns they were treating.

If a check has not been done, do see if it is bruising from blood rising
(probably already done but mentioned because of someone thinking
that was a burn in a pers com in the past until it was independently
checked).

speaks both of the risks of heating for too long and of uneven heating
