Ella,
Did Milo come from a single ferret household? Was he the only ferret?
Or did he have a littermate, that now he has to "share" with these
other ferrets?
Is there any way you can isolate him completely separate from the
others (sight, sound and smell) to see if he chills out on his own?
He may be trying to establish his own territory, but doesn't know where
that is anymore.
If he has to share his "buddy" then he may be thoroughly confused as to
who his friend is.
