If she was hit by a car there could be some possible internal swelling
that might be obstructing her being able to urinate or damage to the
bladder or urethra stopping her from urinating. You may want to talk
to your vet about either dexamethasone injections or oral pediapred to
see if this will help. Steroids help to take down inflammation so if
these help it could be that inflammation is the problem.

Another thing you can do if the vet thinks it would be helpful is to
give her a very gentle tummy massage in very warm water to relax her
muscles.

Has your vet tried to express her bladder? If so and she urinates
without discomfort then perhaps your vet can show you how to gently
express her bladder.
