My first attempt on this would be a "time out" for the one being rough. But it's important to make sure he knows why the others are out playing and he isn't. When he goes after the other boy, grab him, say "no" in a very firm voice (louder than usual, stern, but don't scream in his face), and put him in the cage.

Leave him there for a few minutes (3-5) the first time, and when you take him out, say "Play nice." The next time, leave him in for twice as long. The third time, same as the second time. The fourt time, a bit longer

Eventually, he should understand that you don't like him attacking the other ferret, and he will lose his play time for it. If this didn't work in a week or two, I'd try another method, although I'm not sure what my next step would be... sorry.
