**That certainly is the standard recommendation, and one that I have given
multiple times. The titer, since it is not yet proven what level of titer can
be safely considered protective, is something that you need to decide on
personally, with consulting with your veterinarian, as to whether it it sufficient
for you to consider them protected if they have a high titer. Drawing blood is
safer than vaccinating, in most cases.

If they have a low titer, you can be certain that you need to boost the
vaccine. If they have a high titer, you need to make a decision for them.

At this point the only way to be sure that they are protected is to booster
their vaccine as directed. Titers are a guide, right now, not a guarantee.**
