It will take time for him to gain strength. If he is depressed or has
other health problems, it may take him longer.

Somewhere you mentioned that he is afraid of the water. I would stand
in the shower with mine and let them feel the warm water. I would plug
up the drain so that it would also fill the tub. I would kneel down
and let them feel the water in the tub with the shower going and me
holding them. I can then let them adjust and go to the point that they
start being okay in the water. I always let them straddle my arm when
they are learning so that they have a grasp on me. They don't seem to
care if I am holding them, they just want to hold me.

Are you putting the treats just out of his reach? Just barely ahead of
where he is? It will make him try to use his front legs. I also will
hold the back half and put the front half is a rice or bean box. They
try to right themselves and exercise the front legs by "swimming."
Have you tried standing him up on his legs? Even if he wobbles, the
sling could help him stand. Eventually he will press back, unless
neurologically unable to do so.

I know it sounds like a lot of work. I did it for years, two to three
times a day, and intermittently while they were doing well. He may not
be normal, but it will help stimulate the hormones he needs stimulated
to overcome depression and will keep the muscles from atrophying. Good
luck. And, if he just doesn't seem to get better physically, but is
doing well emotionally - that is something.

Oh - you mentioned his pred dose. Have you checked BG and tried to see
if you need to up his dose?
