It does sound a lot like adrenal disease. He needs to be checked out by a ferret-knowledgeable vet.
Try giving a little Ferretone daily to help his coat and skin. We give a little to our three ferrets daily.
You might check out this website for financial assistance. They don't GIVE you money, but they do loan it for free for a period of time for medical or veterinary expenses. It helped us a lot when we racked up some veterinarian expenses for insulinoma surgery and other problems early this year.
