Sometimes (actually quite often) fur does not regrow until a later shedding season signals
regrowth. Given that it is Autumn in the north and Spring in the south you are in a shedding
and fur regrowth season at either location.
It is normal for dark fur to cause a blue cast to the skin as it is first coming in.
