I have not had any ferret with problems eating, especially problems that last hours afterwards, but
does he paw at his mouth, have you checked to see if a piece of kibble is stuck at the roof of his mouth when this happens?
I have had a rescue that would once in awhile get a piece of kibble stuck, by changing the kibble to another brand the problem was resolved.
Other than getting a piece stuck, the ferret should not actually choke on his food. I would wonder if something else is not going on. Since he is a year, has he had his yearly vet visit, vaccine visit yet? Perhaps worth making an appointment to check out his mouth, teeth, physical,etc. Also, if you bring the food, and have him eat while there, perhaps the vet can even witness the event and give more insight into your problem.
I am also a little confused with your description, since you say it happens when he eats but then say he will act normal and then when he sniffs while playing he will then make the sounds. Perhaps it is that he is sniffing and then coughs or sneezes from sniffing, and nothing to do with eating?? Especially if sleeps through it? Not sure.

kibble, and when we bring him out to the pen, we wet it down because
he always seems to choke on it when it's dry and he eats it, like
when it's in his cage. He usually gets it up, but once a week or
every other week, he coughs and 'gags' and just makes raspy noises
for a few hours. He seems to just not close his throat when chewing
dry food and pieces shoot into his throat or airwaves. He always acts
normal when this happens, even when it lasts for hours, and will try
to play until he sniffs to fast or something and then will make
coughs and 'gags' again.
