Joan - He was checked on December 13th for ear mites (positive) and treated with Revolution.

Dr. Ruth,
That makes sense, I have never had an intact hob before, I expected him to be far more aggressive to my other boys once in season. The red gunk is only concentrated on his tail where he's losing fur and itchy, the rest of him is actually dry so we dont want to bathe him. Its like he is over producing in some areas and none in others.

This puts my mind more at ease knowing its not some bubonic rash.
Would you recommend we let it go, or consult my vet if it doesnt clear up?

Thank you everyone for the insight. (still open to suggestions to satisfy my curiosity)
