Ferret's can show only the hair loss that you are talking about with no progression and have adrenal disease (they can also have adrenal disease and show NO symptoms).
My boy Christian had hair loss starting at the base of his tail, not on his hips. It remained that way for over a year. His Dr wanted to wait until the area increased before she would do surgery, to allow the tumor time to grow large enough to see it well and remove it all.
I don't know if other problems, such as lymphoma or insulinoma well or no other illness at all, can keep the baldness from spreading, but I suspect so - but that is ONLY my opinion based on what happened to Christian.
His bald area finally began to spread to his hips, but he also had lost a significant amount of weight, so we had to wait until he gained weight to do his surgery. He never did gain weight no matter how much TLC and one on one care he received. Finally we had to euthanize him because he became so thin and weak he could not make it out of his bed to potty - he had no quality to his life.
If I had it to do over again I would not wait as long as we did with Christian. I don't know if the Tenn Panel will help you or not. I don't know how accurate it is in predicting adrenal tumors. But you might consider taking some action - you never know when it can become too late.

our vet said that as long as she's not losing more or showing any other signs
of adrenal disease (which she is certainly not) then it should be ok.
