Hi,
I have seen three reasons that caused such: on the skin of intact ferrets, common dirt that needs washing, and on my two neutered but adrenal sons (one of them itching a lot, the other one as normal) related to their problem.
But I guess there must be other reasons, too...

just noticed my ferret has very dry flaky skin in the bottom half on
her body just above the tail. It is yellowm, quite big flakes but it
doesnt look sore or red.She does seem to be itching quite a lot tho
