I've been happy using one of those fingertip brushes--the rubber kind that has little bristles where the pad of your fingertip is. It's soft enough that I don't worry about hurting the ferrets' mouths, but the bristles are scrubby enough that I think it's doing some good. I also use a poultry-flavored toothpaste which my guys tell me is delicious :-)
