I don't know what condo you are referring to but my thoughts on the coughing is it could be caused by dust from the carpet, or formaldehyde or other TOXIC fumes given off by the carpet or an allergy to the fibers. My first suspicion is the toxic fumes.
Can you replace the carpet with velcro backed rugs or tack down your own rugs or at least remove it and wash it several times. Yes you can put carpet in the washing machine (well not a 12' X 12' piece), I've done it - successfully.
If you don't want to do that - can you take it outside and scrub it vigorously to loosen or remove any already loose fibers, remove dust and hopefully help accelerate the off-gassing that comes with certain carpets. Allow the carpet to lie in the sun for a few days to age it and help sanitize it with the ultrviolet sunrays. Bad time of year of some real sun cleansing.
