Masking the smell with scented candles will not reduce the harmful
effects of the second hand smoke. I had this problem as well and
invested in an electronic air cleaner AND an air purifier ozone ionizer.
Anything short of moving or getting one of these systems will not work.
The higher end models although pricey are well worth the investment for
the long-term health benefits to you and your fuzzies.

An added bonus is that they reduce litterbox odor as well.

For me personally scented candle smell is as bad as cigarette smoke
smell. Scented candles trigger migraines in me.
