Unfortunately, scented candles only cover up smells but do not eliminate
the effects of second hand smoke. A better option is to purchase an
electronic air cleaner with a HEPA filter to eliminate the smoke.
Depending on the size of your space you may need to purchase several and
place them strategically throughout your space.
In terms of ozone generators that some shelters use, please refer to the
following bulletin about the health hazzards of these devices:

On a personal level, scented candles trigger migraines in me - so not
sure they are a good thing for ferrets either.
