My ferret Ronan had something like what you describe on one of his front toes as well, a small shiny round black lump, on the underside of his toe towards the base of the toe pad. When I showed it to his vet, like you she gave it a small squeeze with the tweezers in trying to get a good look at it and some blood came out, shrinking it down a little in size. My vet felt that it was just a blood blister and since it did not seem to bother Ronan in any way and did not contain pus, we could just keep an eye on it and if it did not change size or shape or start oozing pus we could just leave it be.

This ferret had a lot of other health complications, so it's possible that if he had been in good general health the vet might have suggested a more active approach to the blood blister, I don't know. But it really didn't seem to bother Ronan at all; he never bit at it, it didn't affect his ability to use his paw and apart from when it was squeezed it never bled, so I was comfortable with the "leave it alone" treatment.
